New parsing code for the appearance base has caused Speedometer3 regression. This happened even though the feature control `CSSAppearanceBaseEnabled` is off by default. Disallow any extra CSS parsing for appearance base or DOM handling unless `CSSAppearanceBaseEnabled` is enabled.
